RERA-Verified Plots in Vrindavan: 7 Things to Check Before You Buy

Vrindavan Plot Checklist โ€” 7 Essentials

Vrindavan's plot market has a mix of RERA-registered organized developments and standalone individual plots โ€” with significant variation in legal status. Buying a plot without proper documentation can result in land that you cannot legally build on, cannot register in your name, or that is subject to ongoing disputes. This checklist applies to any plot purchase in Vrindavan or the broader Mathura district.

1. UP RERA Registration

Under RERA 2016, any plotted development with more than a specified threshold of plots (8 units / 500 sq metres) must be registered with UP RERA before marketing or selling. This applies to organized plotted developments โ€” not individual standalone plot sales by a private landowner.

For an organized development like Hero Vrindavan Plots, UP RERA registration is mandatory. Ask for the RERA registration number and verify at rera.up.gov.in. The RERA page shows: developer name, total plots, registered completion date, and any complaints filed.

For individual standalone plots (farmer selling their land directly), RERA may not apply โ€” but other legal checks (NA conversion, title) become even more critical.

2. NA (Non-Agricultural) Conversion Certificate

Agricultural land in UP requires conversion to non-agricultural use before it can be used for residential construction. This NA conversion is granted by the state government (through the Revenue Department) and is a critical document.

A plot sold as "residential" without NA conversion is legally still agricultural land โ€” you cannot get building approvals for a home on it, and your ownership is restricted to agricultural use only. The NA conversion certificate is not optional โ€” it is fundamental.

3. Layout Plan Approval from MVDA or Competent Authority

For any organized plotted development, the layout โ€” showing individual plot boundaries, internal roads, open spaces, and utilities โ€” must be approved by the Mathura-Vrindavan Development Authority (MVDA) or the relevant planning authority.

An unapproved layout is a risk: the authority can demolish structures built on unapproved layouts or refuse to provide water and electricity connections. Ask for the approval document and verify it carries an official stamp and approval number.

4. Title Verification by a Lawyer

A clean title means the seller legally owns the land and has the right to sell it to you. Title verification involves reviewing the conveyance history โ€” who owned the land, when it was sold, and whether there are any outstanding claims or disputes.

Have a local Mathura property lawyer (not the developer's lawyer) verify:

5. Mutation Records and Encumbrance Certificate

After any property sale in UP, the ownership must be updated in the revenue records โ€” this is called mutation or dakhil-kharij. Check that the seller's name has been properly mutated in the revenue records after their purchase.

An Encumbrance Certificate (EC) from the sub-registrar office shows all registered transactions (sales, mortgages) on the property for a specified period. Request an EC going back 15โ€“20 years.

6. Exact Plot Area โ€” Verify in Government Records

Plot area in Vrindavan is typically stated in square yards (gaj). Verify the area against the khatauni (land revenue record) or the registered sale deed โ€” not just the developer's brochure. A discrepancy between the marketed area and the actual recorded area is a common source of post-purchase disputes.

7. Physical Demarcation

Before finalizing any purchase, have the plot physically demarcated on the ground โ€” boundaries marked with survey pegs or walls. Walk the boundary with a tape measure to verify the stated area. Discrepancies between paper area and actual ground area are not uncommon in older Vrindavan plot markets.
